Once you dispute, you will have 24 hours to agree a resolution with the vendor. Once that time is over, a moderator will look into a solution. You do not need to invite the moderator if you can solve the issue with the vendor. The vendor will have 48 hours to reply. If no communication is received, the dispute will be ruled in your favor.
No, never. Escrow is there to protect you. Report that vendor to us as they are likely trying to scam you. Do not finalize before you have received your goods.
Do note however that some vendors do have Finalize Early (FE) permissions by default and will receive payment as soon as goods are sent, but only the most trusted vendors are granted this. They will therefore not need to make this request.
